UNGASS – YK:n HIV/AIDS-julistuksen toimeenpano Suomessa

Seta ry kiittää mahdollisuudesta tulla kuulluksi UNGASS-prosessissa.

Lausuntopyynnön mukaisesti Seta käsittelee tässä lausunnossa yksityiskohtaisesti vain niitä kohtia, joihin Seta haluaa esittää muutosehdotuksen voimakkaana kantanaan. Muutokset on kirjattu englanniksi ja ne on jaoteltu raportin lukujen mukaan raportin sivunumerot mainiten, kuten on pyydetty.

Seta ilmaisee, ettei se voi allekirjoittaa sivulla 67 ilmaistua näkemystä Setan aktiivisemmasta roolista MSM-työssä, vaan pitää ilmaisua velvoittavana tavalla, joka on käytössä olevien resurssien kannalta epärealistinen. Alla käsitellään yksityiskohtaisemmin, kuinka Seta näkee, että tekstiä tulisi muuttaa.

Samalla Seta ry tarkentaa allekirjoitustietoja varten, että se ei ole Hiv-verkoston jäsen.

Muutosehdotukset:

3.1.1. Youth

We agree with the notion made on page 36 that youth (with MSM groups) are a crucial target group for information on transmission risks.

The health education in the Finnish school system is well documented on page 36. Unfortunately more emphasis is placed on the amount of education than the content of it.

In health education in schools not enough attention has been paid to young men who are having, or might have, sex with men.

The health education materials and curriculums should be critically examined and renewed from a non-heteronormative angle to ensure that the information on transmission risks and safe sex practices will also be addressed to young MSM and non-heterosexual women.

5.2.2.3. MSM Work

On page 67 a stronger emphasis should be put on the fact that the resources for MSM work are not sufficient in Finland when just one full time employee is working with the issue in Finnish AIDS Council.

Seta strongly disagrees with the formulation on page 67 on Seta´s role in the prevention work. Seta is not able to take any new responsibilities without adequate resources and funding. In Seta´s view HIV/AIDS work requires well trained workers and voluntary workers. It is crucial that adequate knowledge of HIV/AIDS will distributed among gay and bisexual men.

In practice, Seta is networking with AIDS Council MSM work for example within the context of the training of volunteer help line workers in Seta´s member organizations. Seta is not able to develop education and training without entirely new financial and personal resources.

The resources for MSM work are insufficient. There is just one full time employee working with the issue in Finnish AIDS Council.

Removal suggested on page 67:

”In addition, the Organization for Sexual Equality (SETA ry) could take a stronger role in emphasizing risk education and concrete safe sex measures in its daily work.”

Seta has close institutional links with the Finnish AIDS Council and it is willing discuss its role and commitment in Finnish AIDS work, but not without new resources. Seta has played a pivotal role in the Finnish HIV/AIDS work as the Finnish AIDS Council work was set up by Seta in 1980s. In 1997 Seta founded the HIV Foundation to carry on this work. HIV Foundation runs the Finnish AIDS Council system.

Without the removal Seta is unfortunately not willing to sign up the national report.
